TACKLING LEGAL BARRIERS IN THE RESPONSE TO HIV, TB AND HEPATITIS

Legal barriers, especially the practical application of some legislation, continues to hinder the degree to which a given country is able to implement solutions related to HIV, TB and hepatitis prevention, testing and healthcare services. 

Within the framework of this core thematic area the European HIV Legal Forum, a project of AIDS Action Europe, works on monitoring and benchmarking legislation relevant to HIV and co-infections in order to advocate for policy changes.

In 2018 the European HIV Legal Forum project on access to HIV and co-infection services for people in prison and other closed settings was launched. 10 countries participated in this round of the project, among them Denmark, Finland, France, Germany, Greece, Italy, Spain, Northern Macedonia, Ukraine and the United Kingdom.

The legal report was finalised in 2020. It's main finding showed that people in prison and other closed settings have reduced access to HIV-, viral hepatitis-, and TB- services, compared to the general population, and there is also lack of data on prevalence of different conditions and diseases, which makes planning and budgeting for services more difficult. The AAE Office is working on a policy brief addressing these issues that will be launched in Q4 of 2020.
